This photo is very impacting, and I think it is a little sad for somebody to go this far-they must be either incredibly desperate or completely insane.
for use of technique, it is well-used that the subject is the only thing in focus, and the sepia toning really adds an aura of sadness. one way to make it stand out a bit more would be to leave the sepia on the man, but leave the entre background in black and white.
overall, I think you are a very good photographer, which is hard to say for photographers of people.
